f-16 are a game changer because this allows the AIM-9 sidewinder. This is a heat seeking air-to-air missile perfect for taking out drones and cruise missiles as well as glide bombs. This missile has been around for decades and as such is cheap, proven with huge stockpiles. Russia has no answer for this.

TLDR it's a feint to draw troops to defend areas seen as tactical insignificant to stretch out the Russian lines that are already overstretched and the troops called up can't suppress other uprisings in country as they are already deployed.
