The memorandum of understanding signed Thursday by Houston and Ontario Energy Minister Stephen Lecce in Halifax is limited to the exchange of knowledge and mutual promises to lobby the federal government, but it doesn’t involve any money or firm obligations on either side.

As SMRs require mass production I'm sure a decade or so from now there will be enough people who've explored and actually go for one. Then only another decade of permits, reviews and constructiom unti one gets built

Every nuclear boat out there is an SMR.
It's a well known and engineered technology. All that has to be worked out is to choose a design that is easy to mass produce. That is their strength. Every nuclear plant that isn't CANDU is unique. Russia managed to make a few like Pripiyat and Zaporizia that are closely related enough to almost be cookie cutter. But SMRs will all be identical.
CANDU reactors were mostly identical.
